MINUTES OF THE MEETING OF FULFORD PARISH COUNCIL HELD ON THURSDAY, 9th FEBRUARY 2006 AT 7.30 P.M. AT FULFORD VILLAGE HALL

PRESENT: Councillors Bradbeer (Chairman), Oxby (Vice-Chairman), Bevan, Beasley, Mrs Brayford, Brayford, Colclough, Mrs. Deakin, Goodfellow, Mrs. Holmes, Lovatt, Mycock, Shaw Taylor and Mrs. Wheat

IN ATTENDANCE: Borough Councillor Harp, M.J. Manley (Clerk) and 3 members of the public

APOLOGIES: Councillor Bedson and Borough Councillor Oldfield

PUBLIC FOOTPATHS

Prior to the meeting, Mr. Paul Rochfort, Rights of Way Assistant of Staffordshire County Council addressed Members and gave an illustrated presentation on the work of his Team in relation to the management of footpaths and bridleways within the County. He then took questions from Members and received details of problem paths which he agreed to investigate.

PUBLIC PARTICIPATION

Members of the public raised concerns with regard to vehicular access to the industrial site, particularly with regard to the Panelco Factory. All attempts to ascertain ownership of the access road had, so far, failed. Councillor Shaw, as a Ward Member, undertook to try and arrange a site meeting with County Councillor Parry and appropriate Officers of the County Council.

96/05 MINUTES

RESOLVED –That the Minutes of the Meeting of the Council held on 12th January 2006, having been circulated, be confirmed as a correct record and signed by the Chairman.

97/05 COUNTY AND BOROUGH COUNCILLORS’ REPORTS

Borough Councillor Harp gave an update on the position with regard to a possible Untidy Site Notice at 54 Birkholme Drive, Meir Heath and works at The Wood, Stallington Road, Meir Heath. The Clerk reported letter from the Borough Council on both of these issues under other planning issues.

Borough Councillor Harp was asked as to whether there was any news regarding the possible redevelopment of the Creda site. No information was available although it was stressed that the site had been retained for industrial purposes in the draft Development Strategy.

Members were pleased to note that the seat had been delivered to the Highview Road play area in Fulford.

98/05 FINANCE

(a) Accounts for Payment

RESOLVED – That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed Minutes.

(b) National Salary Award for Clerks A Circular dated 22/12/05 from NALC was reported which gave details of the national salary award for Clerks as applicable from 1st April 2006. In respect of our Clerk the hourly rate increases from £10.216p to £10.517p per hour RESOLVED – That the award be implemented with effect from 1st April 2006

(c) Requests for donation A letter requesting continuing financial support was submitted from Stafford & Stone Citizens Advice Bureau. A grant of £50 was made in 2005.

RESOLVED -That a donation of £50 be made

A letter of thanks was reported from Fulford Out of School Club for the donation of £100 agreed at the last meeting.

(d) Concessionary Travel Scheme

Reference was made to an article on Stafford Borough Council’s website which appeared to suggest that following a Government initiative to insist on the introduction of free local transport bus passes for pensioners. with effect from 1st April 2006, concessionary tokens would in future only be available to the disabled. The Borough Council had been asked for written confirmation of the new arrangements.

RESOLVED – That further information be awaited.

99/05 PLANNING

(a) Applications

RESOLVED:- That no objections be raised to the following applications:-

05/05676 Alterations & extensions – Coutts Cottage, Hilderstone Road, M.H. 05/05715 Extensions – 130 Stallington Rd., B.B. 05/05825 Extensions – 28 Sutherland Crescent, B.B.

(b) Decisions

It was reported that the following applications had been approved:-

05/05276 Extension – 2 Moss Lane, Moss Gate 05/05476 Demolition of bungalow & erection of pair of semi-detached houses – 34 Grindley Lane, M.H. 05/05496 Extension – 208 Grindley Lane, B.B. 05/05524 Bedsit and extension-Lothlorien, Uttoxeter Rd., B.B. 05/05572 Extension – 227 Grindley Lane, B.B. 05/05616 Erection of 6 no. one bed bungalows, Grindley Lane, B.B.

(c) Other Planning Issues

A letter was submitted from Stafford Borough Council advising that an appeal had been lodged against the refusal to comply with enforcement notices in respect of breaches of planning control at Moss Farm, Moss Gate, Hilderstone and an inquiry was to be held on 16.05.06 at Stafford.

The Borough Council had also confirmed Tree Preservation Order No. 367 (2006) in respect of trees at the former Health Centre, Grindley Lane, Blythe Bridge.

Letters were also submitted from Stafford Borough Council advising that they were currently considering the possible issue of an Untidy Site Notice at 54 Birkholme Drive, Meir Heath and advising of action being taken in respect of The Wood, Stallington Road, Meir Heath. An Enforcement Notice came into force on 12.02.06 in respect of the tiled canopy and the Arboricultural Officer intended to continually monitor the site regarding the existing trees and the replenishment of native trees.

100/05 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

(a) Proposed Parish Office

Further to Minute 93/05 of the last meeting, it was reported that six applications for grant had been lodged..

(b) Land at Highview Road and Baulk Lane, Fulford

Lighting - Further to the discussion at the last meeting, it was reported that the Lighting Officer of the County Council had looked at the site and he felt that the provision of one light was totally adequate for the site in question. However, he did stress that all residents affected should be consulted and Councillor Oxby reported that, in the intervening period, he had contacted them and they had no objections.

RESOLVED – That authority be given for the County Council to provide the street light at a cost of £3238 plus VAT.

Trees – Councillor Oxby reported that there were a number of trees adjacent to this footpath that were overgrown and encroaching. It was believed that the trees were in the ownership of Stafford Borough Council.

RESOLVED – That the Borough Council be asked to attend to the trees as soon as possible.

(c) Stafford Borough Development Plan

A letter was submitted from Stafford Borough Council advising that Mr. D. Fenton had been appointed to conduct the examination of the submission Core Strategy Development to which the Council had made representations. Notice was given of a pre-examination meeting to which the Council could send a representative. The date of 10th March 2006 was inconvenient to the Chairman.

RESOLVED – That Councillor Mycock be authorised to attend the meeting.

(d) Staffordshire PCA – Vacancies on Committee

A letter was submitted from the Staffordshire PCA intimating that there were two vacancies on the Executive Committee of Staffordshire PCA for the Stafford district to serve up to the AGM in 2007. The closing date for nominations was noon on 13th February 2006.

RESOLVED – That Councillor Mycock be nominated for the vacancies.

(e) Standards of Conduct in English Local Government

Reference was made to a discussion document released by the Office of the Deputy Prime Minister on the Standards of Conduct in English Local Government – The Future. A synopsis of the general principles and general conclusions was circulated to each Member. No comments were offered on the document.

(f) Annual Parish Meeting

The Council were asked to make arrangements for the Annual Parish Meeting.

RESOLVED – That the Annual Parish Meeting be held at 7.00 p.m. on Thursday, 11th May 2006 at Fulford Village Hall prior to the May monthly Parish Council meeting.

101/05 MATTERS OF REPORT AND ITEMS FOR INFORMATION

Receipt of the following correspondence/reports was noted:-

P.C.A. – Advance notice of meeting Staffs. Community Council – 2006 Diary of Festivals and Events Parish Newsletter – In this connection Cllr. Taylor reported that Mr. D Keen was no longer willing to deliver the Newsletter. Subject to further enquiries being satisfactory, it was agreed to offer the contract to Mrs. J. Shaw of Blurton and pay the sum of £300 for the delivery of the March issue
