MINUTES OF THE MEETING OF FULFORD PARISH COUNCIL
HELD ON THURSDAY, 11th AUGUST 2005 AT 7.30 P.M.
AT FULFORD VILLAGE HALL

PRESENT: Councillors Bradbeer (Chairman), Oxby (Vice-Chairman), Bedson, Mrs. Deakin, Mycock, Shaw and Taylor.

IN ATTENDANCE: Borough Councillor Oldfield, M.J. Manley (Clerk) and 2 members of the public

APOLOGIES: Councillors Beasley, Mr. & Mrs. Brayford, Colclough, Goodfellow, Mrs. Holmes, Insley and Mrs. Wheat; Borough Councillor Harp

OTHER NON ATTENDEES: Councillors Bevan and Lovatt The Council extended their condolences to the Clerk following the sudden death of his Mother-in-law. The Council were also sorry to hear of the ill health of Councillors Brayford, Mrs. Holmes and Insley.

The comments of Councillor Mrs. Wheat with regard to the need for dropped kerbs was noted and it was agreed they should be conveyed to the Area Surveyor. As to her comments with regard to the noticeboard at Blythe Bridge, this was a matter for the displayers of notices not the Parish Council.

PUBLIC PARTICIPATION

Following the discussion at the last meeting on this subject, an update was given to members of the public with regard to the Gypsies at Hilderstone Road, Spot Acre. No appeal had yet been made against the refusal of planning permission nor the Enforcement Notice.

A resident also raised his concerns at an apparent purchase of land in the area of The Dales, Hilderstone Road with a view to quarrying minerals. It was alleged that a similar application was refused on highway grounds in 1992 but that, in the first instance, an attempt would be made to get such a proposal added to the Aggregate Plan. The Council agreed to monitor the situation.

54/05 MINUTES

RESOLVED – That the Minutes of the Meeting of the Council held on 14th July 2005 having been circulated, be confirmed as a correct record and signed by the Chairman.

55/05 COUNTY AND BOROUGH COUNCILLORS’ REPORTS

Councillor Oldfield reported on his meetings with Officers of the Borough Council following which it was hoped that measures would be taken to improve the external appearance of the flats in Uttoxeter Road, Blythe Bridge in the very near future.

The recent planning application for the construction of 16 flats in Grindley Lane, Blythe Bridge would be the subject of a site visit on the 19th August 2005.

Councillor Oldfield was asked to press the Borough Council to arrange for the service of an Untidy Site Notice at 54 Birkholme Drive, Meir Heath.

56/05 FINANCE

(a) Accounts for Payment

RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed Minutes

(b) Annual Audit of Accounts 2004/5

Further to Minute 49/05 of the last meeting, the Clerk reported that the Council’s accounts for the year ending 31st March 2004 had now been audited by the internal auditor and there were no matters which he wished to bring to the attention of the Council.

The return required a Statement of Assurance to the accepted by the Parish Council and the Clerk read the assurances required. RESOLVED – That the Statement of Assurance is approved by the Council for submission to the Audit Commission.

57/05 PLANNING

(a) Applications

RESOLVED:-

(i) That no objections be raised to the following applications:-

05/04483 Conversion of outbuilding – Lower Gorsty Birch Farm, Stallington Road, B.B. 05/04832 Conservatory – Woodburn Cottage, Stallington Road, B.B. 05/04835 Detached House – Disused Pumping Station, off Stallington Road, B.B. 05/04926 Detached garage – 20 Goldbourn Ave., M.H. 05/04912 Replacement garage – 5 Hillside Close, Ful. 05/04894 Double garage etc, Windy Cottage, Little Lane, R.C. 05/04942 Revised location for monopole – Junc. of Whitestone Road & Grindley Lane, Meir

(ii) That objections be lodged to the following applications for the reasons stipulated:-

05/04875 2 Houses – Garden of Yew Tree Cottage, 50 Grindley Lane, M.H. 05/04907 Garage and accomm. – The Old Vicarage, Ful.

(b) Decisions

It was reported that the following application had been approved:-

04/04302 Change of use from former Hospital Nursing Home to 28 dwelling units, Stallington Hall, Stall. 05/04381 Conservatory – 16 Birkholme Drive, M.H. 05/04579 Conservatory – Field View, Leadendale Lane, R.C. 05/04596 Dormer windows etc. – 15 Birkholme Drive, M.H. 05/04632 Barn conversion – New House Farm, Cresswell Road, Hil. 05/04642 Conversion – Fulford Hall Farm, Ful. 05/04710 Conservatory – 16 Franklin Drive, Stall. 05/04711 Conservatory – Plot 2 Aynsleys Drive, BB.

It was reported that the following applications had been refused:-

05/04495 Erection of single dwelling – Garden of 53 Adamthwaite Drive, BB.

(c) Other Planning Issues

Following the discussion at the last meeting, it was reported that the Working Party had discussed the consultation papers on the latest issues and options with regard to the Borough’s Local Development Framework at the home of the Chairman on 28th July 2005 and those comments had been forwarded to the Borough Council.

It was noted that an appeal had been lodged against the refusal of planning permission in respect of proposals for beef rearing at Knenhall Lane, Moddershall

It was decided to make no comments on the documents received from Staffordshire Moorlands District Council on community involvement in respect of their Local Development Framework Plan.

58/05 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

(a) Proposed Parish Office

Further to Minute 51/05 of the last meeting, the Clerk reported that a meeting of the Working Group had been arranged for 16th August 2005 to which Mr. D.A. Rhead of Messrs. Wood Goldstraw & Yorath would be attending.

RESOLVED – That the position be noted and that authority be given for Councillor Bedson to attend the meeting in place of Councillor Colclough who would be on holiday.

(b) Parish Website

Following the discussion at the last meeting, the Chairman reported on the discussions on this matter at the last meeting of the Parish Newsletter Working Party. The Working Party were asked to meet Eric Roy Consulting for his comments at a convenient time.

(c) Stallington Road, Blythe Bridge

Further to the discussion at the last meeting, a further letter was noted from a resident of Stallington Road, Blythe Bridge. It was agreed that a copy should be sent to the Clerk to Forsbrook Parish Council.

On the issue of traffic management, a revised scheme for proposed traffic calming in Stallington Road as a consequence of the new development was submitted and comments were invited by the end of August. The Council felt that there was still far too much street lighting and it was agreed to seek a site meeting as quickly as possible

(d) Bus Shelter at Uttoxeter Road, Blythe Bridge

Further to Minute 51/05 of the last meeting, the Clerk reported receipt of designs and quotations from two companies for a replacement shelter. It was felt that the old existing shelter should not be demolished until a replacement had been agreed but negotiations were continuing for a quotation from a suitable contractor for the demolition work.

RESOLVED – That the Chairman and Ward Members be authorised to examine the quotations and designs etc. and make recommendations to the Council at the next meeting.

60/05 URGENT BUSINESS OF WHICH PRIOR NOTICE HAS BEEN GIVEN

The Council deemed that the following correspondence was urgent and should be considered:-

(a) West Midlands Rural Community Council Network

An invitation was submitted for the Council to attend a presentation on the work of the Network at the County Showground on the afternoon of Wednesday, 28th September 2005.

RESOLVED – That places be reserved for the Chairman, Vice-Chairman and the Clerk

(b) Staffordshire County Council Corporate Strategy

A letter was submitted from the County Council inviting comments on a questionnaire produced on a revised Corporate Strategy.

RESOLVED – That the Chairman be authorised to respond on the Council’s behalf.

(c) Old Computer Printer

A request was made from Councillor Mycock on behalf of the Werrington Detention Centre for the old Epsom computer printer which was no longer used by the Clerk.

RESOLVED - That the printer be given to the Detention Centre without charge.
