MINUTES OF THE MEETING OF THE FULFORD PARISH COUNCIL HELD ON THURSDAY, 10th AUGUST 2006 AT 7.30 P.M. AT FULFORD VILLAGE HALL

PRESENT: Councillors Oxby (Chairman), Shaw (Vice-Chairman), Colclough, Mycock, Mrs. Ralphs, Taylor and Mrs. Wheat.

IN ATTENDANCE: County Councillor Parry; Borough Councillors Harp, Oldfield and Roycroft; M.J. Manley (Clerk) and 3 members of the public

APOLOGIES: Councillors Beasley, Mr. and Mrs. Brayford, Goodfellow and Lovatt

OTHER NON-ATTENDEES: Councillors Bevan, Mrs. Holmes and Insley

PUBLIC PARTICIPATION

The issue of speeding on Grindley Lane, Meir Heath was discussed. The meeting was advised that an e-mail had also been received on the matter from County Councillor Parry and is referred to later in these Minutes (Minute 32/06)

28/06 MINUTES

RESOLVED –That the Minutes of the Meeting of the Council held on 13th July 2006, having been circulated, be confirmed as a correct record and signed by the Chairman.

29/06 COUNTY AND BOROUGH COUNCILLORS’ REPORTS

A report was given on action being taken by the County Council with regard to local area agreements whereby priorities for certain key broad community services would be agreed with the various service providers and resources pooled to achieve those priorities.

The opportunity was being explored for parish councils to become more involved in the scrutiny of certain county council services and hopefully more information on this would be published shortly.

There were no reports on behalf of the Borough Council.

30/06 FINANCE

(a) Accounts for Payment

RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed minutes.

(b) Appeals for Donation

A letter was submitted from the Donna Louise Trust thanking the Council very much for the donation of £100.

A letter was submitted from the North Wales, Shropshire & the Staffordshire Borders Fundraising Office of Marie Curie Cancer Care seeking financial assistance towards the domiciliary nursing services in the Parish.

RESOLVED – That further information be sought as to the responsibility of this particular Branch for providing services in this Parish and that further consideration be given to the request at the next meeting.

(c) Annual Audit of Accounts 2005/6

Further to Minute 23/06 of the lasting meeting, the Clerk reported that the Internal Auditor had completed his examination of the Council’s Accounts and there were no matters which he wished to bring to the attention of Members.

RESOLVED – That the report be noted.

(d) Proposed Parish Office

Further to Minute 25/06 of the last meeting, the Clerk reported that five members of the Council had met with representatives of the Meir Heath & Rough Close Village Hall Management Committee on 17th July 2006 at Fulford Village Hall and the following points had been agreed

  • A minor modification to the agreed plans was accepted basically removing the need for an internal corridor.
  • The Village Hall Committee would let the contract for the project and be responsible for making the stage payments etc.
  • There would need to be a formal occupation licence agreed between the two parties for the use of the Parish Office part of the project by the Parish Council
  • The total cost of the project had now been assessed at £110,000 and the promised grants and contribution from the V.H.M.C. amounted to £60,000.
  • It was expected that work would start on site towards the end of August 2006 and be completed by the end of the year

    The Council were asked to determine the financing of the shortfall of £50,000 either by way of loan and/of from reserves, the amount being already agreed by the Council on 8th December 2005.

    The Clerk also took the opportunity of reminding the Council on the impact of the proposed Parish Office on his existing Contract of Employment and the need to address this issue as soon as possible.

    RESOLVED

    (1) That authority be given for application to be made to the Department for Communities and Local Government for consent to borrow the sum of £50,000 repayable over a period of 10 years.

    (2) That the matters of the Clerk’s Contract of Employment and the drafting of an Occupational Licence be referred to the Finance and General Purposed Committee with a view to recommendations being made to the September Parish Council meeting.

    (N.B. Councillor Shaw, being Chairman of the Meir Heath & Rough Close Village Hall Management Committee, declared an interest in this matter and vacated the room for the discussion and voting thereon)

    (e) Refurbished existing milestones

    Further to Minute 108/05 of 9.03.06, a letter was submitted from David Wright confirming that the full modernisation of the 4 cast iron milestones within the Parish had been completed and seeking payment of the promised grant of £180. He also asked if the Council were prepared to authorise a letter of approval which would enable him to secure other similar work in the area.

    RESOLVED – That the grant be paid and the Clerk authorised to send an appropriate letter of approval

    31/06 PLANNING

    (a) Applications

    RESOLVED:-

    (i) That no objections be raised to the following applications:-

    06/06598 Extension & conservatory – Grange End, Grange Road, M.H. 06/06736 Loft conversion – 11 GrindleyLane, M.H. 06/06740 Extension – 225 Grindley Lane, B.B. 06/06758 Renovations etc. – Ivy House Farm, The Green. Ful. 06/06759 Extension – 45 Grindley Lane, M.H. 06/06765 Erection of 2 dishes – Water Tower, off Common Lane, M.H. 06/06769 Bedroom over kitchen – 15 Kingfisher Cres., Ful 06/06847 Extension – Hilldene, Long Lane, Ful.

    (b) Decisions

    It was reported that the following applications had been approved:-

    06/06034 Extension – 73 Hilderstone Rd., M.H. 06/06405 Extension – 10 Tudor Hollow, Ful. 06/06463 Extension – 4 Hollies Drive, M.H. 06/06527 Extension – Aynsley Special School, Aynsley Drive, B.B. 06/06539 Extension – 8 Sycamore Close, M.H. 06/06542 Stable block – Moss Acre, Moss Lane, Hil.

    It was reported that the following applications had been refused:-

    06/06428 Change of use of part to storage of caravans – 102 Grindley Lane, M.H. 06/06464 Change of use of part to sales of garden ornaments– ditto

    (c) Other Planning Issues

    Correspondence was submitted from Stafford Borough Council in which it was confirmed that the Inspector appointed by the Secretary of State for Communities and Local Government had determined that the Core Strategy Development Document was unsound and he therefore recommended that it be not adopted and indeed be withdrawn. The Borough Council are now to determine the way forward.

    Further documentation from the Stoke on Trent City Council regarding the promotion of their Development Plan was noted.

    32/06 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

    (a) Casual Vacancies

    Further to Minute 18/06 of the last meeting, an application was submitted from Mrs. J. Bennett of Lorraine, Lightwood Road, Rough Close to be co-opted onto the Parish Council for the period expiring May 2007 as a representative for the Rough Close Ward.

    RESOLVED – That Mrs. Bennett be co-opted onto the Council for the said period.

    (b) Anti-social Behaviour in Meir Heath

    Further to the discussion at the last meeting, the Clerk reported that arrangements had been made to meet PC Gareth Hilditch on Thursday, 21st September 2006 at 7.00 p.m. at the Meir Heath and Rough Close Village Hall.

    A letter had been received from PC Hilditch in which he attached a letter from Mrs. Beth Jones of 2 Blythe Avenue, Meir Heath suggesting that one of the problems leading to anti-social behaviour was the lack of facilities for the young people and suggesting that more use should be made of the Village Hall. PC Hilditch was prepared to back the creation of a Youth Club or similar facility.

    RESOLVED – That the suggestions be considered at the meeting with the Police.

    (c) Speeding – Stallington Road

    A letter was submitted from Staffordshire Police intimating that following representations from residents of Stallington Road, it was suggested that 30 mph be marked on either end of Stallington Road within the confines of the Order.

    RESOLVED – That the suggestion be supported and the Area Surveyor be asked to incorporate the suggestion in the new gateway scheme.

    (d) Grindley Lane, Meir Heath

    Further to Minute 25/06 of the last meeting, an email was submitted from County Councillor Ian Parry in which it was stated that the accident record in Grindley Lane had been extracted for the three calendar years 2003/05. During the period, 12 personal injury accidents were reported – one fatal, three serious and eight slight accidents. This information had been passed to the resident of Meir Heath who had raised the issue in the first instance.

    With regard to the extension of the 30 mph speed limit, the making of an Order had been included in the top 4 priority tasks within Stafford Borough area.

    Councillor Parry again asked the Parish Council to work with him to try and establish a speed watch team for the Parish and it was agreed that a suitable article be placed in the Newsletter.

    RESOLVED - That the position be noted.

    (e) Stallington Hospital Site Development

    The Council were invited by Staffordshire County Council to comment on a proposal to control traffic on the new short cul de sac constructed off Stallington Road as part of the redevelopment of the former hospital site.

    RESOLVED – That no objections be raised to the proposal.

    (f) Staffordshire P.C.A. – A.G.M.

    An invitation was submitted from the Staffordshire P.C.A. to appoint delegates to attend the AGM and Conference in Stafford on Saturday, 4th November 2006.

    RESOLVED – That Councillors Mycock and Mrs. Wheat be nominated to attend.
