MINUTES OF THE MEETING OF THE FULFORD PARISH COUNCIL HELD ON THURSDAY, 10th JANUARY 2008 AT 7.30 P.M. AT MEIR HEATH & ROUGH CLOSE VILLAGE HALL

PRESENT: Councillors Shaw (Chairman), Mrs. Brayford (Vice-Chairman), Baggaley, Mrs. Bennett, Mrs. Holmes, Lovatt, Mrs. Malvern, Mycock, Oxby, Taylor and Mrs. Wheat.

IN ATTENDANCE: Borough Councillor Roycroft; M.J. Manley (Clerk) and 1 member of the public.

APOLOGIES: Councillors Brayford and Colclough, Borough Councillor Harp.

OTHER NON-ATTENDEES: Councillors Beasley, Bevan, Goodfellow and Mrs. Ralphs

PUBLIC PARTICIPATION

The Council were asked whether there had been any progress by Stafford Rural Homes on the creation of a car park on land at Green Close, Blythe Bridge. It was reported that on the previous weekend there had been great difficulties to secure access to the properties on that road for an ambulance. Councillor Mrs. Wheat undertook to make further enquiries and also pass on a suggestion that parking bays were created in the vicinity.

1/08 MINUTES

RESOLVED - That the Minutes of the Meeting of the Council held on 13th December 2007, having been circulated, be confirmed as a correct record and signed by the Chairman.

2/08 COUNTY AND BOROUGH COUNCILLORS' REPORTS

It was reported that the High Court hearing had taken place in December 2007 with regard to the gypsy site at Spot Acre but, as yet, no decision had been published.

Investigations had been made at the Borough Council into the woodland adjacent to the nursing home on Hilderstone Road but it appeared that there the area was not covered by either by a Woodland Order nor a Tree Preservation Order.

3/08 FINANCE

(a) Accounts for Payment

RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed minutes.

(b) Appeals for Donation

There were no such requests.

(c) Precept Requirements 2008/09

It was reported that the Parish Council's requirements in respect of the precept and the concurrent functions allowance had been notified to the Borough Council.

4/08 PLANNING

(a) Applications

RESOLVED:-

(1) That no objections be raised to the following application:-

  • 07/09410 Extension - 32 Tudor Hollow, Ful.
(2) That objections be raised to the following application for the reasons stated at the meeting:-
  • O7/09363 Retention and alteration to existing canopy - The Wood Stallington Road, M.H.
(b) Decisions

It was reported that the following applications had been approved:-

  • 07/09297 Extensions and alterations - 34 Tudor Hollow, Ful.
  • 07/09349 Resubmission of app. 07/08383 for refused loft conv. - 3 Willows Drive, M.H.

(c) Other Planning Issues

Correspondence was submitted from Stafford Borough Council

  • enclosing the discussion documents for the meeting on 15th January 2008 on the future Borough wide Development Strategy through until 2026.
  • advising that an appeal had been lodged against the enforcement order made in respect of an alleged breach of planning control at Grange House, 102 Grindley Lane, Meir Heath.
  • giving an up-date on the present position on trying to secure an improvement to the gardens of 54 Birkholme Drive, Meir Heath

5/08 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

(a) Items the notice of which was given at the last meeting

As instructed at the last meeting, the Clerk included the following matters on the agenda for this meeting and the topics were then discussed by members:-

  1. Blacklake Crossroads
  2. Rough Close Common
  3. Footpaths in Rough Close

RESOLVED:-

(i) That concerns again be raised with the Divisional Highways Manager at the potential hazards from speeding traffic approaching the Blacklake Crossroads at Hilderstone Level and that it be suggested that in the first instance double white lines are created along Hilderstone Road in the vicinity of the public house.

(ii) That the Council are disappointed at both the quality and effectiveness of the materials used in the provision of new fencing on the Common and the Borough Council be advised that it has been erected too close to the footpath. The Borough Council are also asked to investigate the line of the fencing erected in the vicinity of Rough Close House.

(iii) That the Area Surveyor be asked to secure the trimming of the overgrown hedge on the footway along Stone Road and Windmill Hill.

(b) Replacement Clerk

Further to Minute 81/07(b) of 8th November 2007, a copy of the advertisement published in The Sentinel Newspapers on 9th January 2008 was circulated to each Member. The closing date for receipt of applications was 1st February 2008 and the interviewing sub-committee met immediately after the meeting and made provisional arrangements for interviews etc.

An estimate had been obtained for placing the advertisement within the Staffordshire Newsletter Group but it was felt by the Chairman that the cost could not be justified.

RESOLVED - That the action taken be confirmed.

(c) Tree Works on Grindley Park

Further to Minute 81/07(a) of 8th November 2007, it was reported that a quotation had been secured from Tree Heritage to carry out tree work adjoining the pedestrian access to Grindley Park in the sum of £495. Since time was of the essence, the quotation had been accepted.

RESOLVED - That the action taken be approved and confirmed.

(d) Civic Amenity Visits 2008

The usual request was submitted from the Stafford Borough Council requesting details of the Civic Amenity Visits required in 2008.

RESOLVED - That three visits to each location be requested, as in 2007.

(e) Parish Maintenance - Work by Community Gangs

Further to a meeting held at the Stone Area Highways Office on 26th November 2007, details of a new initiative involving the creation of a Community Gang Scheme to undertake minor maintenance within the Parish was submitted; the Scheme would be starting in mid-February 2008. The initial estimated duration per year for Fulford was given as ten days. The Council were asked to nominate a point of contact and start to assemble a schedule of issues to be addressed.

RESOLVED - That the Clerk be nominated as the point of contact and the schedule of issues to be addressed considered at the next meeting.

(f) Public Footpath 11 at Fulford

Further to Minute 87/07 of the last meeting, consideration was given to the suggested alternative line for Footpath 11 suggested by the Rambler's Association.

RESOLVED - That the Staffordshire County Council be advised that, if there is to be any diversion to the footpath, it should be realigned on the line determined at the meeting.

7/08 ITEM(S) FOR THE NEXT MEETING

The Clerk was asked to include on the agenda for the next meeting:- -

  • Provision of grit bins on the Meir Heath estate and Fulford.
