Meeting Minutes - June '06




MINUTES OF THE MEETING OF THE FULFORD PARISH COUNCIL HELD ON THURSDAY, 8th JUNE 2006 AT 7.30 P.M. AT MEIR HEATH & ROUGH CLOSE VILLAGE HALL

PRESENT: Councillors Oxby (Chairman), Shaw (Vice-Chairman), Bevan, Brayford, Mrs. Brayford, Colclough, Lovatt, Mycock, Taylor and Mrs. Wheat.

IN ATTENDANCE: Borough Councillor Oldfield; M.J. Manley (Clerk) but no members of the public

APOLOGIES: Councillors Beasley, Goodfellow and Mrs Holmes. Borough Councillor Harp.

OTHER NON-ATTENDEES: Councillor Insley

PUBLIC PARTICIPATION

As there were no members of the public present, there were no questions put before the Council.

14/06 MINUTES

RESOLVED –That, subject to one minor amendment, the Minutes of the Annual Meeting of the Council held on 11th May 2006, having been circulated, be confirmed as a correct record and signed by the Chairman.

15/06 COUNTY AND BOROUGH COUNCILLORS’ REPORTS

Councillor Oldfield reported that a site meeting with a local resident had been arranged for Thursday 22nd June 2006 at 11am at The Village Green, Saverley Green to discuss his concerns with regard to subsidence to his property. It would appear that the erection of replacement posts around the perimeter of the Village Green at Fulford would be delayed until later in the year.

16/06 FINANCE

(a) Accounts for Payment

RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed minutes.

(b) Appeals for Donation

Appeals for donations were submitted from the Donna Louise Trust and the Open Spaces Society in relation to a special appeal to remove path-paraphernalia.

RESOLVED –

(i) That a donation of £100 be made to the Donna Louise Trust and they be asked to renew their application for funds should their financial position not improve towards the end of the Council’s financial year.

(ii) That no donation be made to this special appeal of the Open Spaces Society

(c) Chairman’s Allowance 2006/7

RESOLVED – That the Chairman of the Council be granted an allowance of £120 for the year 2006/7. (Councillor Oxby declared his interest in this matter and took no part in the discussion or voting thereon. Councillor Shaw took the Chair for this item)

(d) Annual Audit of Accounts 2005/6

The Clerk reported that notification had been received from the Audit Commission that the date appointed for the audit of the Council’s accounts for the year ended 31st March 2006 was 21st August 2006. The necessary papers would shortly be with the Internal Auditor and the statutory advertisements would be placed.

RESOLVED – That the position be noted.

17/06 PLANNING

(a) Applications

RESOLVED:-

(i) That no objections be raised to the following applications:-

06/06243 Extension & garage – Frandoran, Windmill Hill, M.H.. 06/06365 Extension – 191 Stallington Rd., B.B. 06/06398 Conservatory – Rose Cottage, Grindley Lane, M.H. 06/06405 Extension – 10 Tudor Hollow, Ful 06/06463 Extension – 4 Hollies Drive, M.H.

(ii) That objections be raised to the following applications for the reasons stated:-

06/06428 Change of use of part of site for storage of caravans – Grange House, 102 Grindley Lane, M.H. 06/06464 Change of use of part of site to sales of garden ornaments - ditto 06/06512 Outline for the construction of 2 detached dwellings – Yew Tree Cottage, 50 Grindley Lane, M.H.

(b) Decisions

It was reported that the following applications had been approved:-

06/06169 Domestic garage – Charkris, Hartwell Lane, R.C. 06/06201 Conservatory – Woodstock, Meadowside, Sav. Grn. 06/0278 Renewal of earlier app. for one dwelling – Beechcroft, Windmill Hill, R.C.

It was reported that the following applications had been refused:-

06/05948 Retention & improvement of access etc., - The Wood, Stallington Road, M.H. 06/06101 Extension – The Willows Home, 90 Uttoxeter Rd., B.B. 06/06250 Sun room – The Wood, Stallington Road, M.H.

(c) Other Planning Issues

Letters were submitted from the Borough Council advising that appeals had been lodged against the refusal to grant planning permission in respect of:

  • Demolition of existing bungalow and construction of detached house and bungalow - 34 Grindley Lane, Meir Heath
  • Farm worker’s dwelling – Site at Knenhall Lane, Moddershall
  • An appeal had also been made following the issue of an Enforcement Notice in respect of certain works at The Wood, Stallington Road, Meir Heath and an inquiry would be held on 25th July 2006

    The Clerk reported receipt of a copy of Inspector’s decision following the inquiry into the appeal against the refusal of planning permission for a gypsy site at Spot Acre, Hilderstone Road, Spot Acre.

    Further to Minute 8/06 of the last meeting, a report was given on a meeting of the Working Party held on 5.06.06 when consideration was given to the issues and options papers for Development Plan Document No.4 and the site-specific allocations and policies documents received from Stafford Borough Council. A synopsis of the Members’ recommendations was given.

    RESOLVED – That the recommendations be forwarded to the Borough Council

    18/06 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

    (a) Casual Vacancies

    Further to Minute 9/06 of the last meeting, it was reported that Stafford B.C. had notified the Clerk that 10 electors had not requested that the vacancy in the Fulford Ward caused by the death of Councillor Bedson be filled by the electoral procedure and therefore the Council could now co-opt. The corresponding vacancy on the Borough Council would be filled using the election procedure, with any contest taking place on 13th July 2006.

    There had been no applications received for the two casual vacancies for the Rough Close Ward. RESOLVED – That the Clerk be authorised to continue advertising for the casual vacancies on the Council.

    (b) Grindley Park Management Group

    A report on a meeting of the Management Group held on 22nd May 2006 was circulated to each member and is attached to the signed copy of these minutes.

    In connection with the proposed works to the pedestrian access to the Park, a quotation was submitted from D. Wheat in the sum of £136.

    A verbal report was given on an incident on the Park with a large number of youths were present. The police had been called but little damage had been caused.

    RESOLVED:-

    (i) That the report of the Management Group be received and the recommendations accepted.

    (ii) That the estimate of Mr. D. Wheat be accepted and that he be asked to undertake the works as soon as possible.

    (Councillor Mrs. Wheat declared her interest in this matter and took no part in the discussion or voting thereon)

    (c) Meir Heath Windmill Preservation Group

    Further to Minute 9/06(d) of the last meeting, a letter was submitted from the Secretary of the Group requesting the Council to appoint a member to their Group, preferably a member from the Meir Heath Ward.

    RESOLVED – That consideration be deferred until the next meeting.

    (d) S.B.C. Green Awards 2006

    A letter was submitted from Stafford B.C. inviting local businesses and organisations which demonstrate good environment and sustainability practice to apply for an Award, the closing date being 7th July 2006.

    RESOLVED – That the invitation be noted.

    (e) Calor Village of the Year Awards

    An invitation was submitted from the Staffordshire Community Council for villages of less than 5,000 population to enter this year’s competition sponsored by Calor. The closing date for entries was 16th June 2006.

    The Council felt it was impractical to enter the competition for a number of reasons but nevertheless found some of the issues raised on the entry form particularly those relating to building community life worthy of further consideration when compiling the Parish Plan documentation

    (f) Public Footpaths

    Further to Minute 11/06 of the last meeting, at the request of a member, the Clerk was asked to write to the Rights of Way Officer at the County Council drawing attention to the following matters:-

  • Footpath 1 – Very muddy at bottom
  • Footpath 2 – Wobbly stile
  • Footpath 3 – New footpath arrow signs needed
  • Footpath 5 – Signpost needed near pumping station

    Whilst writing, the Clerk was asked to ascertain the position on the proceedings to reinstate the situation in respect of Footpaths 11 and 17.

    (g) General untidiness around the shops in Meir Heath

    Following receipt of an e-mail from a local resident, it was agreed to press the Stafford Borough Council for the provision of a litter bin outside the Spar Shop in Meir Heath.

    (h) Parish Plan Working Party

    RESOLVED – That a meeting of the Parish Plan Working Party be held at Meir Heath & Rough Close Village Hall on Wednesday 28th June at 7.30 pm

    20/06 ITEM(S) FOR THE NEXT MEETING

    A member asked that the possible provision of a Bus Shelter for Stallington Village be included on the agenda for the next meeting.

    The next meeting of the Council is to be convened at Meir Heath & Rough Close Village Hall on Thursday, 13th July 2006 at 7.15 p.m.
