MINUTES OF THE MEETING OF THE FULFORD PARISH COUNCIL
HELD ON THURSDAY, 8th NOVEMBER 2007 AT 7.30 P.M.
AT FULFORD VILLAGE HALL

PRESENT: Councillors Shaw (Chairman), Baggaley, Mrs. Bennett, Mrs. Holmes, Lovatt, Mrs. Malvern, Mycock, Oxby, Taylor and Mrs. Wheat.

IN ATTENDANCE: Borough Councillors Harp, Oldfield and Roycroft; M.J. Manley (Clerk) and 5 members of the public.

APOLOGIES: Councillors Mrs. Brayford (Vice-Chairman), Beasley, Brayford, Colclough and Goodfellow County Councillor Parry

OTHER NON -ATTENDEES: Councillors Bevan and Mrs. Ralphs

COUNCILLOR BARRY GOODFELLOW

It was reported that Councillor Goodfellow had not been able to attend a meeting since May 2007 primarily because of the need to work excessive hours following a Company re-organisation but this will end shortly and he wished to continue serving as a Parish Councillor.

RESOLVED - That the reasons for non-attendance be accepted and he continue to serve as a Parish Councillor for the Meir Heath Ward.

PUBLIC PARTICIPATION

Members of the public attended and sought an update on the situation with regard to Stallington highway improvements. Sadly there was nothing to report other than the contents of an email from County Councillor Ian Parry which advised, inter alia, of the launch of a new Speedwatch Group for Stallington. As regards Adamthwaite Drive, it was reported that the foster home were certainly trying to improve the situation and it was noted that the open space at Blythe Close, in the ownership of the Borough Council, had also been improved.

77/07 MINUTES

RESOLVED - That the Minutes of the Meeting of the Council held on 11th October 2007 having been circulated, be confirmed as correct record and signed by the Chairman.

78/07 COUNTY AND BOROUGH COUNCILLORS' REPORTS

The contents of an email from County Councillor Ian Parry were read.

Borough Councillor Harper reported that the problems at 54 Birkholme Drive, Meir Heath were still unresolved and it was now necessary to return to Court in an endeavour to rectify the situation. The enforcement of restricted street parking was now the responsibility of the Borough Council and not the Police.

The Stallington play area had been turfed and works were now in hand on the nearby small children's play area.

79/07 FINANCE

(a) Accounts for Payment

RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed minutes.

(b) Appeals for Donation

A letter of thanks from Victims Support (Staffordshire) of £100 was noted.

The Council had been asked to act as grantee in respect of the Staffordshire County Council Local Member Initiative Scheme to secure funding of £1,200 for the purchase of a camera training etc. in respect of the new Speeedwatch Group at Stallington. Since the Council had similarly acted in respect of Saverley Green, the Clerk had returned the documents duly signed on behalf of the Parish Council.

RESOLVED - That the action taken be approved and confirmed.

80/07 PLANNING

(a) Applications

RESOLVED

(i) That the action taken in raising no objections (with conditions as appropriate) to the following applications be confirmed:-

(ii) That the action taken in raising objections to the following applications for the reasons stated at the meeting be confirmed:-

  • 07/09237 Construction of green road etc - The Wood, Stallington Road, Meir Heath.
(b) Decisions

It was reported that the following applications had been approved:-

  • 07/08744 Conversion of existing outbuilding to dwelling - Land adj. 55 Adamthwaite Drive, Blythe Bridge (amended plans)
  • 07/08895 Detached garage - 2 Ridge Crescent, Meir Heath
  • 07/08915 Conversion of garage with extension to form dwelling - Part of rear garden 124 Stallington Road, Blythe Bridge
  • 07/08918 Alterations etc. at Rosscairn, 75 Sutherland Crescent, Blythe Bridge.
  • 07/8931 Two storey side and single storey rear kitchen extension - Mayfield, Windmill Hill, Rough Close
  • 07/09059 Work at 33 Pemberton Drive, Meir Heath

(c) Other Planning Issues

Further to the discussion at the previous meeting, it was reported that, following consultation with the Chairman, a response had been made to the City of Stoke on Trent on the two draft supplementary planning documents ' affordable housing ' and 'inclusive design access for all' as part of a new Local Development Framework.

An email was submitted from the Borough Council advising that they would carry out further investigations into the additional signs at Regent Service Station, Meir Heath.

A letter was submitted from the Borough Council advising on progress made on the Stafford Borough Local Development Framework.A new consultation system had been installed to enable views to be submitted on line, using Staffordshire Borough Council Consultation Portal.

81/07 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL

(a) Items notice of which was given at the last meeting

As instructed at the last meeting, the Clerk included the following matters on the agenda for this meeting and the topics were then discussed by members:-

  • Blythe Bridge Railway Station
  • Stallington play areas
  • Stallington bus shelter
  • Overhanging trees on Stallington Road
  • Provision of 30mph matrix sign at Windmill Hill, Rough Close
  • Planters
  • Grass verges
  • Trees at Grindley Park

RESOLVED -

  1. That, in the absence of the Members concerned, no further action be taken on the first three items.
  2. That, in respect of the overhanging trees on Stallington Road, it be noted that the County Council have recently attended to the problem.
  3. That the County Council be asked to provide a matrix sign at Windmill Hill, Rough Close and be asked to supply details of costs and the results of a recent study into the effectiveness of such signs.
  4. That authority be given for the purchase of three planters for installation in Meir Heath at a total cost not exceeding £1,000.
  5. That the problems of the parking of vehicles along Grindley Lane and Hilderstone Road in particular, be raised with the Area County Surveyor.
  6. That with regard to the overhanging trees along the pedestrian access to Grindley Park, authority be given to approach Mr. Boswell and other appropriate tree surgeons for quotations for the lopping thereof.

(b) Parish Administration

Further to Minute 67/07(e) of 13th September 2007 a report of meetings of the Finance and General Purposes Committee held on 24th September and 15th October 2007 was circulated, a copy of which is appended to the signed Minutes. The reference to three hours per week was an administrative error and should have read three hours per day.

RESOLVED:-

  1. That the recommendation, as amended, be accepted but that the remuneration for the new Clerk be amended to be within National Salary Spinal Points 20-25 (pro rata (£8442 - £9,844).
  2. That authority be given for the post of Clerk to be advertised in January 2008 and that a Sub-Committee comprising Councillors Lovatt, Mrs. Malvern, Mycock, Oxby, Shaw and Taylor be appointed to interview shortlisted applicants and make a suitable appointment.

(c) Parish Plan

Further to Minute 67/07 of the last meeting, it was reported that three residents had attended the public session on the 3rd November 2007 and three residents had attended the session on 7th November 2007.

Various comments had been made, particularly by the Reverend Peter Deakin, and the Working Party was asked to meet and now finalise the document.

The next meeting of the Council is to be convened at Meir Heath and Rough Close Village Hall on Thursday, 13th December 2007 at 7.15pm.
