MINUTES OF THE MEETING OF FULFORD PARISH COUNCIL
HELD ON THURSDAY, 8th SEPTEMBER 2005 AT 7.30 P.M.
AT MEIR HEATH & ROUGH CLOSE VILLAGE HALL
PRESENT: Councillors Bradbeer (Chairman), Oxby (Vice-Chairman), Beasley, Bedson, Mrs Brayford, Colclough, Mrs. Deakin, Goodfellow, Lovatt, Mycock, Shaw and Taylor.
IN ATTENDANCE: Borough Councillor Harp, M.J. Manley (Clerk) and 1 member of the public
APOLOGIES: Councillors Brayford, Mrs. Holmes and Mrs. Wheat; Borough Councillor Oldfield
OTHER NON ATTENDEES: Councillors Bevan and Insley
PUBLIC PARTICIPATION
Although it was not raised by the public, an update was given to members of the public with regard to the Gypsies at Hilderstone Road, Spot Acre. No news had yet been received as to whether an appeal had been made against the refusal of planning permission or the Enforcement Notice.
61/05 MINUTES
RESOLVED That the Minutes of the Meeting of the Council held on 11th August 2005 having been circulated, be confirmed as a correct record and signed by the Chairman.
62/05 COUNTY AND BOROUGH COUNCILLORS REPORTS
Councillor Harp reported that as a consequence of his site meeting with some Parish Councillors and local residents opposed to a recent planning application for the demolition of an existing property and the construction of 6 flats in Grindley Lane, Blythe Bridge, it was very likely that a local Residents Association would be formed.
There were no other reports.
63/05 FINANCE
(a) Accounts for Payment
RESOLVED - That authority be given for cheques to be issued in settlement of the invoices shown in the accounts for payment attached as an Appendix to the signed Minutes.
(b) Request for a donation
A letter was submitted from the Chairman of the Staffordshire Branch of the C.P.R.E. enquiring whether the Parish Council would participate in a 300 Club Monthly Draw since the response to date had not met expectations.
RESOLVED That the invitation be declined.

It was reported that the following applications had been refused:-

(c) Other Planning Issues
A letter was submitted from Stafford Borough Council advising that Application No 05/04912 for a replacement garage with bedrooms above at 5 Hillside Close, Fulford had been withdrawn.
65/05 CORRESPONDENCE AND OTHER MATTERS REQUIRING A DECISION BY THE COUNCIL
(a) Proposed Parish Office
Further to Minute 58/05 of the last meeting, the Clerk reported that a meeting of the Working Group had been held on 16th August 2005 following which a revised drawing and details of costing for a Parish Office had been received from Mr. D.A. Rhead of Messrs. Wood Goldstraw & Yorath details of which had been circulated to each Member. The way forward was then discussed.
RESOLVED
(1) That the revised drawing and fees received from Mr. D. A. Rhead be accepted and he be authorised to proceed with detailed drawings and planning etc.;
(2) That the Vice Chairman of the Council, together with Councillors Mrs Brayford, Mrs. Deakin and Taylor be authorised to discuss the plans with the Village Hall Management Committee with a view to this being very much a joint project; (provisionally arranged for 4th October at 7.30p.m.)
(3) That the Clerk be authorise to have preliminary discussions on the proposals with to ascertaining likely grants with the Staffordshire Community Council.
(b) Parish Website
Following the discussion at the last meeting, it was reported that at the last meeting of the Parish Newsletter Working Party, Councillor Beasley had been authorised to proceed with the creation of a Parish Council Website which he had now undertaken under reference www.fulford-parish-council.org. The set up costs were £ 165.98
RESOLVED That the action taken be approved and confirmed.
(c) Stallington Road, Blythe Bridge
Further to the discussion at the last meeting, it was reported that a meeting had been arranged with County Councillor Parry and Officers of the County Council to discuss the revised traffic calming measures as a consequence of the Stallington Hospital redevelopment on-site on Monday 12th September 2005 at 3.00p.m.
(d) Bus Shelter at Uttoxeter Road, Blythe Bridge
Further to Minute 58/05 of the last meeting, Councillor Mrs Brayford reported on the recommendations of the Working Party following their consideration of designs and quotations from two companies for a replacement shelter.
A quotation was also submitted from MSW Maintenance for the demolition of the existing shelter in the sum of £ 785 plus VAT
RESOLVED
(1) That the design of Garrick Outdoor Ltd. for a 3 Bay Elliptical Roofed Enclosed Shelter at a cost of £2562.80 be accepted;
(2) That the quotation from MSW Maintenance for the demolition of the existing shelter be accepted.
( N.B. Councillor Taylor declared his interest in the Contractor supplying the quotation for the demolition of the existing shelter and took no part in the voting on this subject)
(e) Land at Highview Road, Fulford
Councillor Oxby suggested that the Borough Council as owners of the land should be asked to provide a seat which would be used by parents bringing their children to use the play equipment and he also thought a quotation should be obtained for the provision of a street lamp along the public footpath leading from Highview Road to Baulk Lane, Fulford.
RESOLVED That the appropriate enquiries be made.
(f) Development in Rural Areas
A letter was submitted from the Stafford and District Branch of Age Concern explaining their intentions to expand their work in rural areas and offering to make a short presentation to the Parish Council.
RESOLVED That Age Concern be invited to make a presentation to the November meeting.
(g) Community Council of Stafford A.G.M.
An invitation was submitted to attend the A.G.M. of the Council in Stafford on 20th September 2005 at 7.30p.m.. There were no volunteers to attend.
(h) Staffordshire P.C.A. A.G.M.
An invitation was submitted from the Association to attend the A.G.M. in Stafford on Sat. 5th November 2005 at 10.30 a.m.
RESOLVED That Councillors Mrs Brayford and Mycock be authorised to attend.
(i) Grindley Lane Playing Field, Meir Heath Annual Inspection Report
A copy of the annual report from John Hicks following his annual inspection of the play equipment at Grindley Lane Playing Field, Meir Heath was circulated to each member.
RESOLVED That consideration be given to the report at the next meeting.
(j) SMP Play Equipment - Seminar
An invitation was submitted from SMP Playgrounds to appoint delegates to attend a Seminar in Stafford on 27th October 2005 at 7.00p.m.
RESOLVED - That Councillors Bradbeer, Mrs Brayford, Mrs Deakin and Taylor, together with the Clerk be authorised to attend.

Parish Newsletter
In connection with the Newsletter the action of the Working Party in arranging for Panda Press to typeset the magazine following the departure of former Councillor Peter Barnes was approved and confirmed.
67/05 URGENT BUSINESS OF WHICH PRIOR NOTICE HAS BEEN GIVEN
The Council deemed that the following correspondence was urgent and should be considered:-
(a) SPCA Seminar New Local Development Framework
An invitation was submitted for the Council to attend a seminar on this subject at Stafford on 27th September 2005.
RESOLVED That since most Members attended the seminar organised by the Borough Council there were no volunteers to attend this seminar.
(b) Stafford Borough Council Partnership - AGM
An invitation was submitted from the Borough Council to appoint delegates to attend the AGM of Stafford Borough Partnership on 19th September 2005 in Stafford. There were no volunteers wishing to attend.
DATE OF NEXT MEETING
Thursday, 13th October 2005 at Meir Heath & Rough Close Village Hall at 6.45 p.m. when a presentation would be made by an Officer of the County Council on public rights of way issues.
